Interpretation
1. Die in diesen Anhängen aufgeführten Arten werden bezeichnet:
a) mit dem Namen der Art; oder
b) als sämtliche Arten, die in einem höheren Taxon oder einem
2. Die Abkürzung „spp.“ wird verwendet, um alle Arten eines höheren Taxons zu bezeichnen.
3. Andere Verweise auf Taxa oberhalb der Artebene dienen nur der Information oder Klassifikation. Die nach den wissenschaftlichen Namen der Familien aufgeführten gebräuchlichen Namen dienen nur als Referenz. Sie sollen die Arten innerhalb der betreffenden Familie kennzeichnen, die in den Anhängen aufgeführt sind. In den meisten Fällen sind dies nicht alle Arten der Familie.
4. Für Pflanzentaxa unterhalb der Artebene werden die folgenden Abkürzungen verwendet:
a) „ssp.“ wird zur Bezeichnung von Unterarten verwendet; und
b) „var(s).“ wird zur Bezeichnung von Varietäten verwendet.
5. Da keine der in Anhang I aufgeführten Arten oder höheren Taxa der FLORA mit dem Hinweis versehen ist, dass ihre Hybriden nach Artikel III des Übereinkommens zu behandeln sind, bedeutet dies, dass künstlich vermehrte Hybriden, die aus einer oder mehreren dieser Arten oder Taxa hervorgegangen sind, mit einer Bescheinigung über künstliche Vermehrung gehandelt werden dürfen und dass Samen und Pollen (einschließlich Pollinien), Schnittblumen sowie in vitro gewonnene Sämlings- oder Gewebekulturen dieser Hybriden, die in sterilen Behältern transportiert werden, nicht den Bestimmungen des Übereinkommens unterliegen.
6. Die in Klammern hinter den Artnamen in Anhang III gesetzten Ländernamen sind die der Vertragspartei en, die diese Arten zur Aufnahme in diesen Anhang vorgeschlagen haben.
7. Wenn eine Art in Anhang I, II oder III aufgeführt ist, ist stets das gesamte lebende oder tote Tier bzw. die gesamte lebende oder tote Pflanze erfasst. Darüber hinaus sind auch alle Teile und Derivate davon im selben Anhang erfasst, sofern nicht bei in Anhang III aufgeführten Tierarten und in Anhang II oder III auf geführten Pflanzenarten die Art mit dem Symbol # und einer Zahl versehen ist, um anzuzeigen, dass nur bestimmte Teile und Derivate einbezogen sind. Das Symbol # mit einer Zahl hinter dem Namen einer in Anhang II oder III aufgeführten Art oder eines höheren Taxons verweist auf eine Fußnote, in der die Teile oder Derivate von Tieren oder Pflanzen angegeben sind, die gemäß Artikel I Buchstabe b Ziffer ii oder iii als dem Übereinkommen unterliegende „Exemplare“ bestimmt werden.
8. Die nachstehenden, in Anmerkungen zu diesen Anhängen verwendeten Begriffe und Ausdrücke sind wie folgt definiert:
Extract
Jede Substanz, die unabhängig vom Herstellungsverfahren direkt aus Pflanzenmaterial durch physikalische oder chemische Mittel gewonnen wird. Ein Extrakt kann fest (z. B. Kristalle, Harz, feine oder grobe Partikel), halbfest (z. B. Gummi, Wachse) oder flüssig (z. B. Lösungen, Tinkturen, Öle und ätherische Öle) sein.
Fertige Musikinstrumente
Ein Musikinstrument (gemäß dem Harmonisierten System der Weltzollorganisation, Kapitel 92; Musikinstrumente, Teile und Zubehör solcher Waren), das spielfertig ist oder nur noch den Einbau vonTeilen benötigt, um spielbar zu sein. Dieser Begriff umfasst auch antike Instrumente (gemäß den HS-Codes 97.05 und 97.06; Kunstwerke, Sammlungsstücke und Antiquitäten).
Fertiges Zubehör für Musikinstrumente
Ein Zubehörteil für ein Musikinstrument (gemäß dem Harmonisierten System der Weltzollorganisation, Kapitel 92; Musikinstrumente, Teile und Zubehör solcher Waren), das vom Musikinstrument getrennt ist, speziell dafür entworfen oder geformt wurde, ausdrücklich in Verbindung mit einem Instrument verwendet zu werden, und das ohne weitere Veränderung benutzt werden kann.
Fertige Teile von Musikinstrumenten
Ein Teil eines Musikinstruments (gemäß dem Harmonisierten System der Weltzollorganisation, Kapitel 92; Musikinstrumente, Teile und Zubehör solcher Waren), das einbaufertig ist und speziell dafür entworfen und geformt wurde, ausdrücklich in Verbindung mit dem Instrument verwendet zu werden, um es spielbar zu machen.
Fertige, verpackte und für den Einzelhandel bereite Produkte
Produkte, die einzeln oder in Sammelsendungen versandt werden, keine weitere Verarbeitung erfordern und für die Endverwendung oder den Einzelhandel in einem Zustand verpackt und gekennzeichnet sind, in dem sie an die Allgemeinheit verkauft oder von ihr verwendet werden können.
Puder
Eine trockene, feste Substanz in Form feiner oder grober Partikel.
Sendung
Fracht, die unter den Bedingungen eines einzigen Konnossements oder Luftfrachtbriefs befördert wird, unabhängig von der Menge oder Zahl der Behälter oder Packstücke; oder Gegenstände, die getragen, mitgeführt oder im persönlichen Gepäck enthalten sind.
Zehn (10) kg pro Sendung
Unter dem Begriff „10 kg pro Sendung“ ist die 10-kg-Grenze so auszulegen, dass sie sich auf das Holzgewicht jeder einzelnen annotierten Art der Gattung Dalbergia oder Guibourtia bezieht, das in den Gegenständen der Sendung enthalten ist. Die 10-kg-Grenze ist nur anhand der Einzelgewichte der Holzanteile jeder einzelnen annotierten Art in jedem Gegenstand der Sendung zu beurteilen und nicht anhand des Gesamtgewichts der Sendung. Die Gesamtgewichte jeder einzelnen annotierten Art werden getrennt betrachtet, um festzustellen, ob für die jeweilige annotierte Art eine CITES-Genehmigung oder -Bescheinigung erforderlich ist; Gewichte verschiedener annotierter Arten wer-
den hierfür nicht zusammengerechnet.
Bearbeitetes Holz
Definiert durch HS-Code 44.09: Holz (einschließlich Leisten und Friesleisten für Parkettböden, nicht zusammengesetzt), das an einer oder mehreren Kanten, Enden oder Flächen durchgehend profiliert ist (mit Nut, Feder, Falz, Fase, V-Fuge, Rundstabprofil, Formprofil, Abrundung oder Ähnlichem), auch wenn es gehobelt, geschliffen oder keilverzinkt ist.
Holzschnitzel
Holz, das zu kleinen Stücken zerkleinert wurde.

a) Trade in only government owned whole horns, originating in Kazakhstan, stockpiled and marked in accordance with marking and traceability requirements developed by Kazakhstan;
b) Prior verification by the Secretariat and Kazakhstan, in consultation with the Standing Committee through its Chair, that sufficient control mechanisms and traceability systems are already in place in
Kazakhstan and trade partners;
c) Kazakhstan supervises the first shipment to each new trading partner to ensure the marking and traceability systems are in place and working adequately; and
d) Limited to a total amount of 30 tons until CoP21 to be reviewed in order to determine a potential for further trade based on a revised proposal.
On a proposal from the Secretariat, the Standing Committee can decide to cause this trade to cease partially or completely in the event of non-compliance by exporting or importing countries, or in the case of proven detrimental impacts of the trade on the saiga population.

a) Any person or entity processing vicuña fibre to manufacture cloth and garments must request authorization from the relevant authorities of the country of origin (Countries of origin: The countries where the species occurs, that is, Argentina, Bolivia, Chile, Ecuador and Peru) to use the "vicuña country of origin" wording, mark or logo adopted by the range States of the species that are signatories to the Convention for the Conservation and Management of the Vicuña.
b) Marketed cloth or garments must be marked or identified in accordance with the following provisions:
i) For international trade in cloth made from live-sheared vicuña fibre, whether the cloth was produced within or outside of the range States of the species, the wording, mark or logo must be used so that the country of origin can be identified. The VICUÑA [COUNTRY OF ORIGIN] wording, mark or logo has the format as detailed below:
This wording, mark or logo must appear on the reverse side of the cloth. In addition, the selvages of the cloth must bear the words VICUÑA [COUNTRY OF ORIGIN].
ii) For international trade in garments made from live-sheared vicuña fibre, whether the garments were produced within or outside of the range States of the species, the wording, mark or logo indicated in paragraph b) i) must be used. This wording, mark or logo must appear on a label on the garment itself. If the garments are produced outside of the country of origin, the name of the country where the garment was produced should also be indicated, in addition to the wording, mark or logo referred to in paragraph b) i).
c) For international trade in handicraft products made from live-sheared vicuña fibre produced within the range States of the species, the VICUÑA [COUNTRY OF ORIGIN] - ARTESANÍA wording, mark or logo must be used as detailed below:
d) If live-sheared vicuña fibre from various countries of origin is used for the production of cloth and garments, the wording, mark or logo of each of the countries of origin of the fibre must be indicated, asdetailed in paragraphs b) i) and ii).
e) All other specimens shall be deemed to be specimens of species listed in Appendix I and the trade in them shall be regulated accordingly.

P3 Artificially propagated hybrids of the following genera are not subject to the provisions of the Convention, if conditions, as indicated under a) and b), are met: Cymbidium, Dendrobium, Phalaenopsis and Vanda:
a) Specimens are readily recognizable as artificially propagated and do not show any signs of having been collected in the wild such as mechanical damage or strong dehydration resulting from collection, irregular growth and heterogeneous size and shape within a taxon and shipment, algae or other epiphyllous organisms adhering to leaves, or damage by insects or other pests; and
b) i) when shipped in non-flowering state, the specimens must be traded in shipments consisting of individual containers (such as cartons, boxes, crates or individual shelves of CC-containers) each containing
20 or more plants of the same hybrid; the plants within each container must exhibit a high degree of uniformity and healthiness; and the shipment must be accompanied by documentation, such as an invoice, which clearly states the number of plants of each hybrid; or
ii) when shipped in flowering state, with at least one fully open flower per specimen, no minimum number of specimens per shipment is required but specimens must be professionally processed for commercial retail sale, e.g. labelled with printed labels or packaged with printed packages indicating the name of the hybrid and the country of final processing. This should be clearly visible and allow easy verification.
Plants not clearly qualifying for the exemption must be accompanied by appropriate CITES documents.
